The rare first report issued by the Illinois Inter-Racial Commission, comprised of "seven whites and seven Negroes" appointed by Governor Dwight H. Green in July 1943 to "investigate every phase of a difficult problem -- housing, employment, etc. -- to suggest measures and policies not merely to prevent disturbances in our state but to seek lasting improvement and a better mutual understanding among our people." The work is presented in chapters focusing on the appointment and organization of the commission, the program of their activity (including "new techniques of democratic government," educational methods, conferences, and municipal inter-racial commissions within Illinois), the committee's recommendations, conclusions, and research memoranda.
